Since 2013, owners have had to submit their Energy Certificate to their prospective customers without a new lease. It provides information about the energetic state of a property.

Demand or Consumption Certificate

The document is the same in both cases, the difference lies in the entered values.

The values ​​of the consumption certificate are calculated on the basis of the heating cost statements of the residents in the past three years.

The demand certificate is issued by a qualified energy consultant. On the basis of various data of the building and the structural condition, the expert determines how high the energy consumption for the property should be.

Obligation to provide the certificate since 2013

Since 2013, the landlord must submit the energy certificate unsolicited if the property is to be re-let, leased or sold. Owners who do not comply with this rule must expect a fine of up to € 15,000 in the worst case scenario.

The legal requirements has tightened: the information from the energy certificate must already be listed in real estate advertisements.

For one- to four-family houses, built before 1977 and not yet comprehensively refurbished with energy, a demand-oriented energy certificate must be created.

For other properties, the consumption certificate is sufficient.

Each energy pass is valid for ten years from the exhibition, an extension is not possible. After major renovations or modernizations, it must be recreated, as these measures affect the energy needs.
